Role: Starting from the Rollout Targets set by the Board, evolved the Strategy and Timelines for the various Activities and thereafter assigning these to Input Providers and Circle Heads across the Country.
Monitored the Progress of Input Providers and Circles & resolved constrictions to achieve the Rollout timelines, cost and quality.
Scope: 1461 BTS to launch 806 New Towns and Highways by in the time frame of 01st August’05 till 31st March’06 (8 months).
Also entailed in this Rollout was the Augmentation of MSCs and BSCs in all the 20 Circles, 5543kM of OFC Backbone, 1932 Hops of MW BB and 400 BTS for capacity upgradation in existing Towns.
From 01st March ’05 till 30th June’05 : General Manager, Programme Management Office (PMO)
Responsibility: Led Inter-Functional Projects in Punjab, Haryana, HP, Rajasthan, UP-East and UP-West (i.e. the Northern Region).
Role : Strategizing, Planning, Co-coordinating and Monitoring till Operationalizing Network Rollout, Marketing Dealer Channel, Product Launch for the USO Project of Rural-Dels.
Scope : Rollout and Operationalize Rural Dels in 215 SDCAs in 42 SSAs.
Achievement: The first Obligation of the Agreement with USO was to be met by 30th Sep’05 and it was achieved.
From 29th Dec’03 till 28th Feb’05: Head Network, UP-West Circle
Responsibility: Starting from “green-field”, set-up the Organization, Processes, Infra- Structure and CDMA Network Rollout& Operations in UP-West Circle. Thereafter Operate the Telecom Network
Role : During the Start-up Phase of the Operations, I recruited, trained and led the Inter-Functional Team.
In the stable-state, Head Network responsible for Network Planning, Implementation and Operations & Maintenance.
Scope: Starting from “green-field”, Operationalizing 27 Towns & 2 High Ways 107 BTS, 2350 Kms OFC Backbone, MSC, BSC, Leased Lines and interfacing with Centralized Services like HLR, PDSN, STP, IN and SMSc. Network Infra-Structure, eg.MSC Building, and Cell Site is included in the Scope of the Network Function.
Achievements : UP-West was amongst the 4 Circles to complete the full Scope in Phase 1&2 Rollout within the stipulated timeline. This was achieved as a result of detailed and meticulous Planning and thereafter
Conceptualized and Deployed Operation & Maintenance Process for the Network
This included (a) Managing the Contractors who were used to operating in an unprofessional style
(b) Getting permission for installing DG Sets in the Taj Trapezium Zone In and around Agra
(c) Obtaining Electricity connections for the MSC Building as well as the Cell Sites in Uttar Pradesh and Uttaranchal.
Started UP (E+W) from “Greenfield”. Recruited Team Members and trained them in Technical and Administrative Processes for

From February’02 to 28th Dec’03: General Manager – National Long Distance, VSNL. Was deputed from Tata Teleservices to VSNL, which was just acquired by the Tatas.
Responsibility : Lead the Outside Plant and Network Infra-Structure Portions of the Project and also be the TTSL Interface towards VSNL for the entire Project and O&M on a National basis.
Role: VSNL was entering a new Business i.e. National Long Distance. I was deputed from TTSL to lead the Implementation and O&M of those Portions of the Network which were new to VSNL.
Scope: Starting from “green-field”, Operationalizing 9800kM of Fiber Optic Back Bone from Amritsar to Trivandrum, in less than 2 years. Strategizing and Implementing the Project and the O&M activities.
Writing the Process Manual, recruiting and training the team.
Achievement: Reduced the Construction time by 56%
Strategized& Deployed the O&M activity, resulting into a cost saving of 44%
Evolved the NMS Processes for integrating the O&M Processes of VSNL and TTSL for the NLD backbone.
Deployed the above Processes in the 6 Circles of TTSL and ensured that the NLD of VSNL worked seamlessly with the TTSL Network.
Stabilizing the O&M Activity to a Level of Industry Benchmarks.
Most of the O&M Processes are still in practice.
From 06th April’01 to February’02: General Manager – Outside Plant, Andhra Pradesh Circle
Responsibility: Led the Wireline Access and Backbone Design, Implementation and Quality Control Departments, in the entire Andhra Pradesh Circle.
Role: Managing Projects and Contractors and co-coordinating with the internal and external Agencies for the various inputs required in a Project.
Writing the Safety & Quality Manual and training own as well as Contractor’s Team Members.
Achievements: Led the Implementation of the First Optical Fiber Backbone of TTSL.
Launched the Access Network in 14 New Towns and expanded it in 7 existing Towns.
Built 1400kM (appx) of Optical Fiber Backbone stretching from Vizag to Tirupati and Hyderabad to Vijayawada.
